This board’s main mission is to study and propose any measure likely to improve the functioning of the university and to favor the achievement of its objectives.

• It is composed of the minister of Higher Education and scientific research, his president and representatives.
• It is also composed of elected representatives of the university community and representatives of the main user sectors.
• It deliberates on proposals for programs of pedagogy and scientific research, the use, as part of the university’s development plan, of income from equity investments and the creation of subsidiaries, partnership agreements with the various socio-economic sectors, the rules of procedure of the university, and the annual activity report of the university presented by the sector.
• It meets twice a year with the presence of the rector and his council.
