Institutions represent the constraints extrapolated by man that form economic, political and
social interactions. They are laws, constitutions, property rights, customs and behaviours. After
the Second World War, the world underwent significant institutional and ideological changes that
led to significant changes in overall economic policies that removed barriers to entry, liberalized
labour markets, liberalized the financial sectors, privatized inefficient government institutions that
generated the private sector, and innovation that were the main drivers of growth and
development.
In addition, the achievement of the well-being of citizens has become a central focus of the
agenda of policy makers, in particular the shift from its objective measure by the level of progress
of GDP to its subjective measure by the satisfaction of citizens with regard to their lives in
relation to the performance of their formal or informal institutions. This has led research
institutions to discuss how to ensure the well-being of citizens based on a contingency approach
that takes into account objective and subjective factors and quantitative and qualitative variables.

Most recent studies in underdeveloped countries have shown that the failure of
development policies is caused in part by the failure of institutional reforms . unlike developed
countries that have succeeded in building successful institutions by investing in the human
capital of their citizens, including through training and education policies.
In light of this presentation, this conference attempts to answer the following question:
What is the impact of institutions on well-being?
