Mustapha Stambouli University of Mascara Officially Launches the International Apostille Authentication System
As part of Algeria’s efforts to modernize public services and advance digital transformation, following the entry into force on 9 July 2026 of the international convention on the international recognition of public documents and academic qualifications, Mustapha Stambouli University of Mascara has officially implemented the Apostille authentication system for university diplomas and academic documents intended for use abroad.
This new system represents a significant step forward in simplifying administrative procedures. It eliminates the traditional consular legalization process, allowing university diplomas and academic documents authenticated with an Apostille to be directly recognized in countries that are parties to the international convention. As a result, students and graduates can complete procedures related to further studies, employment, or research abroad more quickly and efficiently.
To ensure the successful implementation of this system, Mustapha Stambouli University of Mascara has mobilized all the necessary human, material, and logistical resources, while maintaining close coordination with the Directorate of Diplomas and Equivalencies of the Ministry of Higher Education and Scientific Research, ensuring the prompt processing of applications and the delivery of high-quality administrative services.
Through this initiative, the University reaffirms its commitment to digital transformation, the modernization of university administration, and the continuous improvement of services provided to students and graduates, in line with Algeria’s national strategy to simplify administrative procedures and enhance the efficiency of public services.
